From Output Compliance to Public Trust: Rethinking PSO Governance in Indonesia’s Digital Transformation Era

Abstract

The press sector Public Service Obligation (PSO) remains under researched from an Agency Theory perspective. Using qualitative methods this paper examines the principal-agent relationship between Komdigi and LKBN ANTARA in the Governance of PSOs through analysis of official documents, interviews, and public survey perception. It found a significant concept, although budget realization was nearly perfect (100%), Public awareness of PSO Media remains low (12.22%). This study contributes the literature on Agency Theory by being the first systematic application to the press sector PSO, introducing the concept of 'Output Compliance-Outcome Legitimacy Gap', and proposing 'public trust metrics' as complementary performance indicators.
